My thought is that the answer is, No, and that, apart from a LOT of frustrated expectations, the "no harm, no foul" rule applies. But I want to be sure.
I know HALOTTO went "live" for awhile in a test-only basis; but I wonder whether it was "actual-live" for a time and whether people actually purchased positions, lottery tickets, etc., before the web site was turned out by the server? Thanks.
