Looking for business partner to invest in many opportunities sourround my country.

I am Shafy Wazambi from Tanzania. I am seeking for business partner abroad to partner in business opportunities that surrounds my country. I have many business plans that sounds. People here are lazy and they don’t want to employ themselves. But believe me there are so many resources and plenty of opportunities to invest.
Another thing good govt relieves of tax holiday for certain period until some few years to pass(when you start to generate a good profit out your business). Another good thing I have many people whom I may ask for help regarding some necessary procedures for us to invest without problems also govt encourage enough those who want to invest.
The only problem here is that most of local investors are very worried to invest more and more. They are dumb investors, they are satisfied with their financial status and projects they run.

Foe example govt was encouraging private sector to invest in power generation but it was until the external companies ro come and have the chance to invest. Some of plans that I have come up with include:
1. Agriculture(large scale)-it sounds good just ask me for more details. Big fertile land but no eyes watch them wider. With plenty of water resources, particularly everything to enable the deal.
2. Fishing project-good and very profitable here as the market demand is higher and plenty of species. Problem is illegal fishing and lack of modern management of these species. The market depends on local method of harnessing the species.
3. New invented cooker for African environment- ther is an old man who has invented cooker which use dirty oil from vehicles and drops of water. This sounds good to environment ad solution to environment conservation to the whole of Africa. This man was seeking for fund to initiate an industry to manufacture those cooker. But people here are dumb to think of it. Believe me this is the best solution and profitable business since until now Africa is still looking for a wy to better energy cooking resource as tones of trees are lost every year to generate charcoal.
4. Football and athlete- here there are many good talents in those field. There is a tribe here(Wanata) they are incredible they are faster than you might think. But no scout to help them become good runners and put them into contract and later both gain from each other. As some of tourists use them to chase after wildlife animals(herbivorous)
