I need to replace the fence panel that my winter jasmine is climbing up. I don’t want to lose the plant or risk it being trampled in the course of replacing fence panel – can I safely cut it right back to the base? Will it regrow?

It's not worth cutting it off now. Give it some time.

It's pretty hard to say for sure. If you sent us some photos of your plant or fence, the picture would be clearer. We recently installed a new automatic large gate with the help of the guys from https://everlastgates.com/austin-tex...-installation/ and we have jasmine growing all over the gate area. We hid the soil tanks inside the gate (yes, we have a cool custom botany gate! ) and the stems are wrapped around the bars. We have never had the need for this, but if you have no other choice but to safely cut it right back to the base, then why not do it? What other options can there be? Maybe I can come up with something if you send a couple of photos.
