Payment for energy utilization?

I'm not quite sure where to put this, but decided that since it's related to billing and billing, this might be the best place, if there are no mods, please feel free to move it.

Anyway, the other day, when booking a rental car, I was looking at the breakdown of fees and surcharges, and among them I noticed a Charge for energy recovery. What the hell is this?!? I tried to find it by doing a Google search, but didn't get any real answers. Does anyone here know what this is, other than some way to squeeze extra pesos out of a guy?

Nuclear power is good, but what is happening to us now? People are terrible pigs. We throw out tons of garbage, which does not go anywhere and kills everything around us.And what will happen when the resources of our planet run out? We need to use only renewable resources. We need to develop this in our country and completely refuse the methods used by our grandpas. I'm a big eco-activist and ready to fight to promote this idea. Think about how much you care about life. To save it, you need to start small.
