wow, I didn't read it that way at first. Thanks Bubba...I am wondering if perhaps the journalist put that "$" sign in there....when maybe he said 8 billion in Iraqi currency, meaning 8 billion dinar. The general masses probably know nothing of NID, and assumed he was talking in dollars.
