    Mustafa: PM’s Statement doesn’t Mean non-Implementing Article 140

    Falah Mustafa, chief of KRG External Affairs said on behalf of KRG Prime Minister Nechirvan Barzani that the Kurds are ready to participate in the administration of Kirkuk City authorities side by side with Arabs, Turkmen, Chaldeans and Assyrians.

    Mustafa said that PM Barzani always emphasized on this subject, and that the Kurds don’t want to be autocracies in Kirkuk after implementing Article 140.

    He also mentioned that PM Barzani statement doesn’t mean non-implementing Article 140, because this article was part of the Iraqi Constitution that the Iraqi people said “yes” to it.

    On the other hand, Mustafa called the Arab investors to invest in Kurdistan Region.

    Ezidies Demand Implementation of Article 140

    Today the Committee of Relations inside the Kurdistan Region National Assembly met with a delegation from Baazre and Mahd compound, Ezidies areas of Shekhan district(Duhok province), demanding the implementation of article 140 of the Iraqi permanent constitution in their areas.

    The delegation, representing 14000 Ezidies, indicted that unemployment, poor basic public services, the non-existence of an elected municipality council in Shekhan and the implementation of article 140 in their areas are among the basic demands.


    They also pointed out that their areas administratively are confused between Duhok and Nineveh provinces, saying their villages are not reconstructed and people of the area are not running their areas. The Committee expressed the Kurdistan Region National Assembly’s support for their demands, indicating that they will submit their demands to the presidency of the Kurdistan Region National Assembly and the Supreme Committee for Implementing Article 140.

    President Talabani Receives Mr. Di Mistura

    Iraqi President Jalal Talabani received today in his residence in Baghdad Mr. Stephan Di Mistura, the private representative of U.N.’s secretary-general in Iraq.

    Mr. Di Mistura presented to President Talabani a copy of the 1st analysis of U.N.’s delegation report, which will help Iraq in implementing Article 140 in some of disputed areas. He also emphasized his intention to introduce an additional analysis report about the other areas in the next few weeks.

    They also discussed the issue of Provinces Councils’ elections, especially in Kirkuk Province, and the necessary mechanisms to support the peaceful and civilized coexistence between all the people of Kirkuk.

    Mr. Di Mistura praised President Talabani’s stances to solve the problems in Iraq, and his efforts to achieve fraternization between all Iraqi people.

    President Talabani Discuses Future of Disintegrated Areas with UN’s Delegation
    The Iraqi President, Jalal Talabani, met with a delegation from the UN office in Baghdad on Wednesday.

    President Talabani discussed the role of UN in Iraq for helping the Iraqi people, as well as the demographic changes which were made to the provincial administrative borders due to the ousted Baath regime’s policies. Talabani indicated the issue of Kirkuk and the constitutional mechanisms for implementing article 140 of the Iraqi permanent constitution, which deals with normalization of conditions in Kirkuk and the other disintegrated areas.

    President Talabani showed key historical documents and decisive facts which prove the Kurdish identity of Kirkuk, where Turkmens, Arabs, Chaldeans and Assyrians are living in coexistence, emphasizing that Kirkuk should become the city of ethnic fraternity and modern coexistence among all the fractions.

    The constitutional amendments and the obstacles which hinder their progress, the Iraqi provincial elections particularly in Kirkuk were also discussed during the meeting where President Talabani stressed the need for commitment to the democratic rules and laws to protect the voting rights of the people.

    On their part, the delegation reiterated the UN’s support to Iraq, expressing their gratitude to President Talabani on his clear analysis about the real conditions in Iraq, particularly in Kirkuk.

    Kurdish MP: UN Report Deepens Tensions on Article 140

    The UN analytical report on article 140 of Iraqi constitution unlikely paves the way to implement the article 140 while it aborts the content of the article.

    “Although the content of the report has not yet been published, according to the news coming from UN special envoy in Iraq, the report further deepens the disputes related to the article,” Arez Abdulla, Kurdish MP in Kurdistan region parliament, told PUKmedia.

    Arez said the report did not meet the demands of the Kurdish residents living in the disintegrated areas.

    “It seems very ridiculous when the report talks about Akre district because the district, itself, has not triggered any tension or problem. According to the Iraqi constitution, it has no problem and it is part of Kurdistan region. Yet, Di Mistura (UN special envoy to Iraq) has recently focused on a district (Akre district) which has been part of Kurdistan region since 1991.”

    “How does di Mistura allow himself to violate people’s rights and annex their area (Mandeli district) to Diyala province without conducting referendum?” Ares said, as he talked about Mandeli district for which Di Mistura recommended to be annexed to Diyala province.

    As Arez said, Makhmour is another district for which Di Mistura presented recommendation. Yet the district has not triggered any tension as it has been annexed to Nineveh province since 1996. Meanwhile, both provinces (Erbil and Nineveh) are consent to integrating it into Erbil province.

    “The first stage of Di Mistura’s report, therefore, is nothing other than persuading the adverse parties of democracy and federalism. Furthermore, I believe that we are going to lose the rest. I hope we can have all the three stages of implementing article 140 unified because the first stage is aborted.” Arez concluded his statement.

    KRP Receives UN Analysis for Disputed Areas

    The Kurdistan Region Presidency has received the UN proposal for the disputed areas.

    Fuad Hussein, Chief of Staff of the KRP, said “We received Stephan de Mistura’s proposal for the disputed areas on Friday, 6 June 2008.”

    He added “After studying the proposals, the Kurdistan Region’s political leadership will make a statement about its official position.”

    It’s early to Make Judgment on De Mistura’s Recommendations: MP in Kurdistan Parliament

    During an interview with Sawa Radio, Mrs. Suzan Shahab, the member of Kurdistan Parliament said that it’s early to make a judgment on the UN’s Convoy recommendations concerning the disputed areas.

    She also said that the Representative of the UN Secretary General Staffan De Mistura delivered a copy of the recommendations to Mr. Kamal Kirkukly the Deputy Speaker of Kurdistan Parliament, Muhammad Ihsan, the KRG Representative in Article 140 Implementation Committee and to Mrs. Narmin Othman, member of the Committee.

    The forementioned recommendations will be submitted to the Kurdish Leadership in order to study them and give the final opinion, Shahab added.
