Default Will we see an r/v PRIOR to fund distributions ... ?

In reference to the below article, does anyone think that we will have an R/V PRIOR to the distribution of these funds ... I read that this is what Germany did just prior to their R/V...any input from anyone ... I find this very interesting to say the least, and very hopeful! I also read that if we do NOT have an R/V prior to the distribution of these funds, then it will be a "LONG" time before we do ... ????? Oh, I'm SO confused!

The salaries of Diyala, for the first time in
    several months

Baghdad -24-8 : A shipment estimated at 49 billion Iraqi dinars to the city in a convoy today to be able local council in Diyala province from the payment of salaries and pensions for about 70% of the citizens in the province ..
A statement from the American army that amount which is equivalent to 38 million dollars has been transferred from the Iraqi Central Bank guarded by the Iraqi army to an unknown place in Baquba and the amount will be transferred then to local banks for distribution to about 1.3 million people in the province. The bank has been delayed in paying the salaries of workers and retirees for several months because of the repeated attacks launched by the Al-Qaeda Organization in Iraq on convoys and the banks of Diyala ..
This is the first time that the Iraqi army completes handing the funds without the need to assist coalition forces. Officials say the Americans and Iraqis to resume pumping funds into the banking system in Diyala will lead to stability in the region and revive the economy, which depends on the cash payment ..

if my figures are correct that's about 36,000± IQD or about $29± a person, NICE RETIREMENT!!!!!!!!!

    $38,000,000 divided by 1,300,000 people = $29± for each person, 1238 IQD x $29.23 = 37,500± IQD...........37,500± IQD X 1,300,000 people = 49,000,000,000 IQD........

LazyasL, your so very right! AT $29+ that would more-or-less be an insult (maybe not when your hungry) -- would the GOI do that to their people ... so, what do you think is up? Anything? Or, am I just reading to much into this...maybe just "hoping" to much?!

It is just a smokescreen just like all of the other so called distributions that never came to pass. This distribution will never happen.

Interesting to say the least...I thought they did have a minor handout last year that some providences got it and others are waiting? Or was that some pump rumor? I cant remember. Now we see the recent news about possible handouts again. Good news but will it happen or pass right by. Maybe it is a smokescreen...but if it is a smoke screen then WHY? Tank

$29 is a living wage if the prices of goods are cheap. I would imagine their whole world is based on rations and welfare at the moment.

If they plan to RV soon, it would help considerably by giving their people a chance to build.

I would think the Government must show some signs of advancement before we will see any RV. Just my take on the situation.
