IMF Concludes 2004 Article IV Consultation with Turkey
On July 30, 2004, the Executive Board of the International Monetary Fund (IMF) concluded the Article IV consultation with Turkey.

Then there was the documentation which reads much like Iraq's cercumstances - except for the "Decades of Inflation" and loans from the IMF and World Bank.

Fifth Review Under The Stand-By Arrangement

IMF Members' Quotas and Voting Power, and IMF Board of Governors
Turkey had accepted the obligations of Article VIII, Sections 2, 3, and 4 of the Articles of Agreement.
However, I cant determine exactly when they actually accepted these obligations. I do believe it was around the same time as the conclusion of the Article IV consultation.

DON'T MIS-UNDERSTAND WHAT I AM IMPLYING HERE.....

Not more than 6 months after the conclusion of the Article IV consultation, Turkey made changes in their monitary policy by reprinting their currency and changing the value.

I AM NOT SAYING THAT IRAQ WILL FOLLOW IN THIS PRACTICE!

I am meerly pointing out the chain of events associated with the importance of the "Fifth Review Under the Stand-By Arrangement, Financing Assurances Review, and Requests For Extension of the Arrangement, Waiver of Applicability, and Waiver of Nonobservance of Performance Criteria"

In my opinion, I would put more importance on this meeting then saying it is just an extension or just more of the same 'ol stuff...

Remember, in order for Iraq's currency to be recognized as a valid internationally acceptable currency (good enough for Forex trading), it would have to be listed on the IMF as having accepted the obligations of Article VIII, Sections 2, 3, and 4 of the Articles of Agreement.
