    Government spending Imad Principality

Most governments committed to a set of economic rules which no alternative but to walk out in the guide tracks public spending in this direction Experts believe that there are two money in this regard, namely the principle of "maximum social benefit" from the government and other principle "economy in the public expenditure,

..The first principle is to maximize social benefit, it may not be directed public expenditure to benefit individually, or to a range of individuals, unless it was in this direction indirectly for the benefit of all members of society, For example, spending on social services and social security schemes or spending on education, and follow this principle involves a delicate balance between public demands for multilateral members of the community, that the ideal of government spending achieved when the public benefits equal to the marginal government spending in each case of public spending, It may be difficult to achieve this goal, but it is not difficult to envisage either unwilling if the government continues spending has followed randomly in all directions with the change of circumstances justifying it, and believed ((financial experts)) commitment to this principle must first take into account the priorities in the distribution of government expenditure also includes the principle of good guidance for Ainsb on government spending in the group but is on private spending and the correct orientation of public policy for each facility requires government authorities to identify achieve the goal of spending allotted to it, this objective should be clear and against which also requires government authorities to take the most successful means to achieve it includes government spending is another principle economy and away from wasteful and excessive and pointless in public funds and fighting financial corruption with the necessity of altruism necessary public expenditure on feature and work on the distribution of spending government at various facilities so that benefits equal public spending marginal in every case of public spending ....

Economic : in order to meet housing needs and expand lending

Director of Housing Fund : call for change is 11 to a new law
    Baghdad, Haider Al-Rubaie
The Director-General of the Housing Ordinance No. (11) of 2004 is no longer commensurate with the scale of inflation in the country in terms of granting loans to employees and retirees for the construction of the housing units.

She called quickly change the law so that the amendment ceiling on interest rates and the amount of 6% as well as the size of the loan of 18 million, pointing out that these things are not compatible with the realities of citizens at the present time in terms of actual need for housing projects.
Added Dr. Akram Abdel Aziz in a meeting with (morning), the International Covenant document with Iraq pointed to a clear need to restructure and support the housing fund, and under this proposal, the restructuring means the reorganization of this fund and expand its functions and trends and new laws enacted to perform multiple functions.
She explained Abdul Aziz also said that the document stressed the importance of supporting poor families through the help of granting loans and the establishment of housing units, and it has identified the document the number of poor families that must help b (10), thousands of families this segment will be added to the rest of slides that the Fund is lending staff and retirees are.
Director General of the Housing Fund showed that a number of economists side housing spe******ts identified the need for Iraq for the coming period, including at least 120 billion dollars to ensure the greatest possible from residential units for the needy, noting that the Fund was able to achieve nearly handles old dinars during lending interest to the revenue generated, but that Order No. (11) does not provide the disposition of these benefits and what can be achieved by the Fund's income, so there is no clear line where so provides.
She explained Abdul Aziz, the diversity of sources of funding, according to the order (No. 11) means not depending entirely on allocations from the government amounts, and this is a positive, any limitations on service and the accumulation of interest rates we would get revenue, When they are amending Order No. (11) With respect to the disposition of the revenue would fund a promising future, in particular, we added to the draft amendment to the same thing legally provides (for the right to invest in trading land and physical assets, as well as interest earned on investment banks, The Fund has the right to issue government bonds to provide liquidity that can be reimbursed for the bond guarantee provided), therefore, the process would be multiple funding sources.
As for the reasons behind the demand for changing Article No. (11), which manages the work of the Housing Fund said Dr. Abdul Aziz : There are several reasons for us to change this call, notably the volume of lending is no longer commensurate with the size of inflation since the amount was now not only fills the need for the actual beneficiaries of the establishment of housing units, due to substantial rises in all the materials involved in construction, therefore, must be abolished and the current lending to leave it open to a board of directors and trustees, according to the monetary and price variables and economic development.
..She also added in this regard : that the interest rate in this case will be subject to many of the indicators of social order, and enter the psychological factor and many other factors ..Moreover, the amendment must include grants from the Fund and the validity of charging a cover legal wage disclosure.

Asked about a leaked provides for the integration of the housing fund with the Land Bank Akram said : advocacy came to like-performance, but the housing fund will differ from his functions Estate Bank to amend its current state, and also added : there is no harm in multiple sources that meet the housing need of the citizen, especially since Iraq is now living large housing crisis and large there discriminate among people in the provision of adequate amounts for the establishment of appropriate housing units.
She : We respect any decision issued by official bodies but we must lend our performance (Kamkhtsen) have been putting this three times, has shown the Committee on Economic Affairs does not agree with the merger, in addition to that there is more than one institution provides relevant service is a cause for competition and upgrade performance.
Asked the possibility of activating bank lending said general manager Housing Fund : banks shy away from the trend towards long-term lending, fearing liquidity is looking for profitability and substantial profitability, and while that lent money to be eligible citizens will be in areas where long-term ie between 15-20 years. The timely and will be an active contributor in meeting the needs of housing, as it would be timely Voadna invest in those banks either governmental or private, will then move the banking sector.

Economic : the participation of the private sector in development between the objectives and constraints

    D. Khalaf Falah Al-Rubaie
Require the development process, reconstruction and political and economic transition in Iraq to motivate the private sector to pay about activating the level of its participation in the national economy

Working to lift its advantages in investment and operating and GDP to increase utilization of the potential and abilities, and to move in this direction would ensure the achievement of a set of objectives including :
1-raise the efficiency of the national economy and increase its competitiveness, by subjecting each of the public sector enterprises and the private sector to market forces.
2-expanding citizen participation in ownership of productive assets through the use of public subscrïption in the privatization process.
3-To encourage and facilitate the participation of national capital and foreign ownership of local projects and the continued development of the financial market in order to allow for further investments, with more channels to attract savings.
4-increasing employment and optimum operation of the workforce and continue to achieve a fair increase in the entry of individuals and addressing the issue of surplus manpower through skills upgrading, and the continued expansion of privatization projects and the opening of various activities and sectors to competition.
5-provision of goods and services to citizens and the quality of low-cost and the establishment of an independent regulatory body to take into account the interests of consumers.
6- rationalizing public spending and alleviate the burdens on the state budget by allowing the private sector to finance, operation and maintenance of some of the services can do.
7-increase the effectiveness of the tax system result of the increased tax base resulting from the increase in profits economic installations, and the consequent diversification of the tax structure and increase the volume of state revenues.
However, there is a set of constraints to the achievement of those objectives include :
1- 1-continuing monopoly of government institutions to implement a large part of the large projects in the areas of reconstruction and the oil industry, manufacturing and public services, and not allow the private sector to enter these areas, The persistence of this situation will deprive the Iraqi economy from the private investment both domestic and foreign as to deprive them of skills and knowledge and technology that can accompany such investments.
2-Non-establishment of a legal framework and appropriate legislative allowed to expand private-sector involvement.
3-continuation of the state of administrative and financial corruption and its attendant bureaucracy and the slow random decisions contributed to the increased volume of difficulties and obstacles to the expansion of private sector participation.
4- The continued state of deterioration in the security situation and the accompanying terrorist operations targeting innocent citizens directly in the market and in the workplace, and sabotage of infrastructure and power transmission lines and power plants, has left a profound negative effect on the volume of participation of the private sector in economic activity.
5-shortfall in funding sources, in particular for small and medium sized projects as a result of the weakening of the role of financial markets and the reluctance of commercial banks on the financing of this kind of projects, and the weak role of the institution of the bank guarantee a result of currency and the narrow scope of work
6-monopoly on public projects for funding, loans, foreign grants and bias economic policies for large projects in general and private sector projects in particular.
7-inelastic operating policies and employment, particularly in the area of dispensing with the services surplus labor.
8-continuing the policies of support for some types of goods to the detriment of the competition between the two sectors, and contributes to reducing the profits of the private sector.
9-contributed liberalization process tariff and non-tariff imposed on imported goods to the degradation and erosion of many agricultural and industrial activities and construction, which was characterized by the private sector in Iraq.

The Preservers : The most important part of a package of reforms often taken for the implementation of existing agreements between Iraq and the IMF would not provide a solution to the dilemma of total reliance on oil revenues as a principal source of financing the budget and economic actors.
Hafiz pointed out that the reform steps taken in the area of reducing support economic consequences are still heavy for the economic hardship experienced by the citizens as well as it has become the direct cause of the reasons for the increase in inflation in the country.
He expected to hold further reductions under the arrangements for the support reform with the International Monetary Fund before the end of the year : something that will create new troubles for citizens without addressing the problem of low incomes and high rates of inflation.
He called rely on the strategic and comprehensive national development and reform because addressing the problems and the negative impact inflation Maiaanih isolation from the rest of the Iraqi economy, leading to the rule of one-sided.

The private sector is one of the vital facilities of any economy, and if a State, to promote economy, and to move forward steps scientific calculated, it need only care and upgrade this sector, as the public sector, regardless of progress and prosperity, keep moving runners one, unless the private sector brace him.

The same could be applied to the shoe industry labs, which were deployed in Baghdad, particularly in the area Aked Christians amid strong competition among brands became known to the Iraqis .. Through Matekadm of new industry, exceeded often than is imported.A look at the way these labs and companies, suggests that most have closed down or taken decreasing production and possibly taking Chinese shoe imports, for marketing to their clients or to be exhibited here and there.
The same could apply to institutions of the Iraqi state, and had produced an unprecedented reputation in the Iraqi market, as "Bata company and the" RMS "in Mahmoudiyah company specializes in the manufacture of shirts that have succeeded in getting their consent consumer Iraqi Sunni across the 1980s, as well as glass factory in Ramadi and other labs scattered in Baghdad and other governorates. What is required from the Iraqi government in this difficult time. rising unemployment indicators can help to this sector and remove dust from, taking into account the interests of the Iraqi people as foreign bodies trying to make it known that a consumer, to change, and then withdraw from under him every chance of progress. They are therefore invited to review the policy of opening the border every Tom, Dick and Harry from importers, who have only the most profiteer (land) at the expense of their fellow countrymen, and return to the limelight what is known as the quality control of the Iraqi enable product to return to normal, but to stand side by side with the imported product rivaled.

Radical Shi'ite Cleric Calls on Arab Nations to Help Iraq
    By VOA News
    08 June 2007

Iraqi Shi'ite cleric Moqtada al-Sadr has called on Arab states to help put an end to what he called the suffering of Iraqis.
Sadr made his comments in an interview broadcast on Iraqi television Thursday. Sadr warned Arab nations that Iraq's violence could spread to them unless they begin to cooperate to help Iraq. But, he did not say how they could help his country. Sadr also rejected outside interference in Iraq, including from Iran.
Last month, the United States urged Iran to stop its alleged support of militias in Iraq, during the first high-level talks between the U.S. and Iran in almost 30 years. Iran denies it is responsible for insurgent attacks in Iraq.
Sadr, the radical cleric and leader of the Mahdi Army, also repeated his call for U.S. troops to leave Iraq.
Meanwhile on Thursday, car bombs around Iraq killed a total of 17 people, including three soldiers, and wounded 22 others.
In the northern city of Mosul, gunmen killed a journalist working with the Aswat al-Iraq (Voices of Iraq) news agency.
Britain's Defense Ministry says a British soldier was shot and killed while on patrol northwest of Basra.
In other developments, the U.S. military said coalition forces detained 16 suspects in Sadr City believed to be members of a network that moves explosives from Iran into Iraq, and sends militants to Iran.

Trade show to focus on Iraq investments

MANAMA: The first Gulf Iraqi Expo (GIX) is to be held at the Bahrain International Exhibition Centre (BIEC) on November 1 to 3, after being postponed from March.
It is being staged by the Iraqi Ministry of Trade - State Company for Iraqi Fairs and Bahrain's Industry and Commerce Ministry.
The expo is being held in co-operation with Iraqi vision (I-vision), a public relations company based in Jordan, which will be handling public and media relations.
GIX is set to be the first trade show organised by the Iraqi government outside the country. A conference will be held alongside the exhibition, with key speakers and more than 60 delegates already listed to attend.
GIX was delayed by technical problems and put back until November, as some other countries' chambers of commerce required at least a year's notice to participate, said Iraqi Embassy Minister Plenipotentiary Ahmed Agha.
He said the aim was to put Iraq back on the global business stage.
"Iraq needs to be included in the global world of business," said Mr Agha
He said hundreds of companies were planning to participate, since the future investment potential in Iraq was huge.
"The idea (of GIX) is to help foreign businessmen explore Iraq's business community," said Mr Agha.
"The GIX will definitely have a direct impact on the Iraqi economy, along with an in-direct impact, through showing people another side of Iraq and not what is currently on TV.
"Certain parts are currently becoming more stable and businesses are opening in Kurdistan and the western and southern parts of Iraq."
Mr Agha believes that eventually Iraq will become a haven for investment and that due to the economic boom in the GCC, the large reserve of funds that need to be invested could find their way to Iraq.
"Thousands of foreign companies are working in Iraq, some unfortunately in problem areas," he said.
"There is a shortage of manpower in Iraq. Companies have entered with a foreign workforce, but still require more.
"Workforce is not being placed in hot areas but in safe areas. We are still encouraging workers to enter Iraq."
Bahrain's flexibility and security made it the ideal choice for the expo venue, said Mr Agha.
"We are holding the GIX in Bahrain and encouraging the Iraqi government to concentrate on Bahrain, because although Dubai would be the more typical choice in a business sense, the facilities in Bahrain are more flexible than anywhere else," he said.
GIX has signed a deal to run for five years consecutively and although the embassy is pushing to hold all five shows in Bahrain, it is more likely that two will be held in Bahrain and the remaining elsewhere, to accommodate those participating.
"What we hope from authorities in Bahrain is more flexibility towards Iraqi nationals over visas, for those who want to visit or invest, or just explore" said Mr Agha.
