    Iraq announces security meeting with Iran, Syria and the U.S.
    BAGHDAD, Iraq, 02 March 2007 (Associated Press)
    Iraq's neighbors including Iran and Syria have agreed to join U.S. and British representatives to discuss the Iraqi security crisis at a regional conference March 10 in Baghdad, the government said.
    Iraqi Foreign Minister Hoshyar Zebari said Wednesday he will be issuing formal invitations shortly to the neighboring countries and the five permanent U.N. Security Council members, the U.S., Britain, France, Russia and China, to send deputy foreign ministers or senior officials to the conference.
    Zebari, in a telephone interview with The Associated Press from Sweden, said the Iranians agreed to participate in a meeting with the other neighbors but "they have some questions" about a separate session that would be held the same day with the five permanent council members. His words seemed to indicate that Iran was at least partly unhappy with the arrangements for the conference, and weighing the extent of its own participation.
    Iran has had little public comment on the conference so far. But in the past, Iranian leaders have been vocal in accusing the United States of trying to use the U.N. as a way to "gang up" on it, and the presence of the key Security Council countries at the Iraq conference might give Iran pause.
    For their part, Sunni Arab countries like Egypt still hold grave concerns about the direction taken by Iraq's Shiite-led government, raising concerns the conference will make little headway on key issues like security.
    Iraq's relations with its Arab neighbors have been rocky because of fears that the Shiite-led government is falling under Iran's influence. Originally, the Iraqi government had been reluctant to endorse the regional conference, fearing pressure from Sunni-dominated regimes, but it dropped those objections last year so long as the gathering was held on Iraqi soil.
    Two Arab diplomats in Cairo said Wednesday that the U.S. recently increased pressure on some Arab governments to press them to attend the conference, after they initially had turned down invitations from the Iraqi government. They spoke on condition of anonymity because of the issue's sensitivity.
    The March conference got a big boost Tuesday when Washington said it would attend, leading to the possibility it could discuss Iraq's security with adversaries Syria and Iran.
    The Bush administration had waited to embrace the idea until Iraq made progress on a deal governing national distribution of oil revenue. The difficulty in getting such a deal is symbolic of Iraq's regional, factional and political divisions, and the deal was seen by the United States as a key marker of the government's will to work across divides. "They thought the timing was right for them to hold the conference, and so we encouraged them to move forward with it," State Department spokesman Sean McCormack said Wednesday.
    U.N. Secretary-General Ban Ki-moon is sending the U.N. envoy in Iraq, Ashraf Qazi, to attend the conference as an observer, U.N. spokeswoman Michele Montas said. "The secretary-general hopes that the participants in the preparatory meeting will focus on urgently needed steps to reduce violence in Iraq and help stabilize the situation in the region," Montas said.
    Iraqi Deputy Foreign Minister Labid Abawi said the United States, Britain, China, Saudi Arabia and Iran said they will attend. "The conference will be important. It will prove that Iraq is politically capable of holding such a conference. It will send a message to the world," said Prime Minister Nouri al-Maliki's adviser, Sami al-Askari. Syria and Egypt confirmed separately they would attend, but there was no immediate comment from Jordan or Saudi Arabia. Bahrain, Turkey and Kuwait were also invited, along with the Arab League and the Organization of the Islamic Conference.
    Arab countries had been reluctant to accept an invitation previously, because of Iraqi security issues as well as their hesitancy to be seen as supporting the Baghdad government by attending the gathering there, Arab diplomats said.
    Iraq and its neighbors have held nine meetings, Zebari said. At the last meeting, in Tehran in July 2006, Zebari said "I demanded that the next meeting should be in Iraq.... I told them we are capable, we are confident, we can ensure your security." Asked about Iran's participation in the conference, a spokesman for Iran's U.N. Mission sidestepped the question: "We believe if the United States really wants to reach a solution there is hope that they can achieve that," the spokesman said on condition of anonymity because he was not authorized to speak publicly. Ali Larijani, the head of Iran's Supreme National Security Council, said it was important to involve Iraq's neighbors. "We believe Iraq's security is related to all its neighboring countries, and they have to help settle the situation," Larijani said. But Mustafa Alani, an expert in Iraqi affairs at the Gulf Research Center in Dubai, said while the conference will officially focus on Iraq's security, neighboring Sunni Arab countries and the U.S. will use it to convey their disquiet at Iranian influence. Each side has accused another of being responsible for the spiraling violence in Iraq. The U.S. claims Iran is sending weapons and money to Shiite extremists in Iraq. Iraqi officials, meanwhile, have complained that Syria harbors former Saddam Hussein loyalists and allows weapons and foreign fighters to slip into the country, while Sunni countries believe the fault lies with Iraq's Shiite-led government.

    A New Mission for Iraq

    WASHINGTON, D.C, 02 March 2007 (International Herald Tribune)
    Senate Democrats plan to introduce a new Iraq war resolution limiting the role of American troops. But confining the U.S. mission to training Iraqis, fighting Al Qaeda and perhaps patrolling borders as the Democrats propose will not prevent the humanitarian disaster that will occur if Iraq continues toward collapse.
    For all their references to Vietnam, Democrats rarely mention its brutal aftermath. I once worked in and traveled to refugee camps crowded with Cambodians who had survived the Khmer Rouge killing fields, Vietnamese boat people who had relatives raped and murdered at sea and Hmong who had been hunted by Laotian troops.
    Wars are brutal, and the losing population often suffers. But had U.S. military and political leaders admitted earlier that the Vietnam War was doomed and planned accordingly, they might have saved countless more lives.
    Iraq too is headed toward collapse, yet neither Democrats nor Republicans are taking the steps necessary to respond to the humanitarian catastrophe that would accompany collapse.
    The recently issued National Intelligence Estimate predicts that in the next 12 to 18 months, the security situation in Iraq will continue to deteriorate at rates comparable to last year, when tens of thousands of Iraqis were killed monthly and many more fled. According to the report, "sustained mass sectarian killings," assassinations of key religious or political leaders or "a complete Sunni defection from the government" could trigger a total collapse.
    No one in the Bush administration or among the Democrats disputes the forecast. They are ignoring it.
    President George W. Bush is sending tens of thousands of additional U.S. troops into Iraq. Most Democrats want to withdraw troops (some immediately) and let the Iraqi army and police secure the country, even though the National Intelligence Estimate says Iraqi security forces are not likely to be capable of that in the next 12- 18 months.
    Both President Bush and the Democrats demand that Prime Minister Nuri Kamal al-Maliki's government make tough political choices, even though the Parliament has regularly lacked a quorum because members are too frightened to attend.
    Neither the administration nor the Democrats are planning for a worst-case scenario.
    If Iraq collapses, the United States must have in place detailed plans and budgets to secure safe havens for Iraqi noncombatants; to configure a troop deployment capable of responding to mass migrations; to stockpile food, shelters and medicine for masses of internally displaced civilians, and to vastly expand the paltry $35 million spent last year on Iraqi refugee assistance.
    Beyond legal and moral reasons, America has strong strategic interests in preventing a humanitarian disaster. Abandoning Iraq could create failed states that fund and protect terrorists. Regional wars could erupt as Saudi Arabia and others intervene to protect Sunnis while Iran does the same for Shiites, or as Turkey moves against Iraq's Kurds, and the entire region scrambles for Iraq's oil. Millions of Iraqis would try to flee to America, Europe and elsewhere in the Middle East.
    The Bush administration contends that "failure is not an option" in Iraq. If humanitarian relief becomes part of our mission, then no matter what happens in Iraq, the United States can still achieve victory.

    Iraqi Kurdistan government supports law on oil, natural gas
    Arbil, March 2, (VOI) – Iraqi Kurdistan region's government supports the law on oil and natural gas approved by the Iraqi cabinet a couple of days ago, said the official spokesman for the regional government.
    Khalid Saleh told reporters that the draft was so similar to the one prepared by the government of Iraq's Kurdistan region.
    "The new law provides for depositing all oil revenues in a special fund," he said, adding "signing of all contracts pertaining to oil investments will take place first by the region's government and then these contracts will be referred to a federal oil and gas committee, which will have members representing the Iraqi Kurdistan region."
    On disputes that might arise over signed oil contracts, Saleh replied "in the case of any disputes or objections on the part of the federal government over the contracts to be concluded by the regional government, the contracts will be referred to an independent committee for considering."
    "The law provides a review on the previous oil contracts. We in the region do not have any objections regarding this review," stressed Saleh.
    The draft law has granted significant powers for Iraqi Kurdistan region like making the necessary preparations for proposing activities and plans for the federal authorities on behalf of the region so that they may be included into federal plans on oil transactions.
    The Iraqi cabinet is to ratify the draft law after returning from its holiday.Meanwhile, a source close to Iraqi Deputy Premier Burham Saleh's office said "a new line will be extended to carry oil from Kirkuk wells via the city of Zakhu to sell it in global markets."
    "The new line will be of great benefit to the Iraqi Kurdistan region," said the source, adding the pipelines, which are under the Iraqi government's control, have been subject to frequent attacks by gunmen.
    On Tuesday, the Iraqi government had finalized an oil revenue-sharing law, which should be set for debate at the 275-member Iraqi Parliament.
    The draft law granted the Iraqi national oil company the necessary authorities to contribute to prospecting operations and production inside Iraq on behalf of the government.

    باريس (رويترز) - نقلت صحيفة لوموند الفرنسية يوم الجمعة عن فاروق الشرع نائب الرئيس السوري قوله ان سوريا متفائلة نسبيا بنجاح اجتماع دولي يستهدف تحقيق الاستقرار في العراق لكنه قال ان الكثير سيتوقف على توجه الولايات المتحدة.Paris (Reuters) - The French newspaper Le Monde on Friday its Farouk Al-Shara Syrian Vice-President as saying that Syria is relatively optimistic the success of an international meeting aimed at achieving stability in Iraq, but said that much would depend on the direction of the United States.
