The notes are in higher amounts, ie 25000, 50000, etc. So you'll only actually be getting 5-10 bills, which totals 100,000 Dinar. They are supposed to be certified by the treasury.

sorry, you're wrong there.
Iraqi Dinar cannot be spent outside of Iraq yet, you'll have to wait until the world bank sets it's value.
I've been waiting for my Dinar for two weeks now and they've not answered one of my 3 e-mails to them over that period either.
