Not sure what you are asking here. All insurance policies, no matter what kind, are offline. The only difference is the method by which they are sold. An insurance company issues a "real" policy, not an Internet policy, that you keep in your possession. It only transfers to another person upon sale to that person, but you get a real policy. The sale has to be registered with the insurance company so they know who "owns" it, and who will be paying the premiums. If you don't pay the premiums, the policy terminates.
In regard to GPP, we know they are not licensed in Norway and Finland. There are at least 5 other countries looking into GPP. Want to bet they aren't licensed there either? It comes down to how many lies does GPP have to tell before you believe it is all a lie?
