Guess you have a problem differentiating what is legal versus illegal. Since you seem to have a problem understanding the difference, let me explain it for you. Lotteries are legal. They are licensed and allowed to conduct business. When a person buys a lotto ticket, they know the odds of their winning, and they know they could also lose.

A Scam is an ILLEGAL activity. It is STEALING. Only those early in get paid, and that is paid by those who follow who will receive nothing. A Scam "claims" all will win. Not just one or possibly multiple winners, but everyone. Do you really believe that if everyone who is conned into investing in a scam was told upfront that only the first in would be paid, they would sign-up? You have got to be kidding me, or you are totally delusional.
